Certifying Agencies

Under the Scheme, it is envisaged that the examination will be conducted by a national level certifying agency.

The roles and responsibilities of the certifying agencies would be:

  • To prepare a mechanism, standard norms and guidelines for design, development, delivery, assessment and certification for various courses in consultation with CSC-SPV.
  • To assess and certify the competence acquired at each level of IT Literacy.
  • To prepare guidelines and norms for accreditation of training/skilling institutions in terms of training/skilling infrastructure, labs, faculty/trainers, etc. in consultation with the PMU.
  • To prepare norms for periodic monitoring and assessment of the quality of training partners/accredited institutions.
  • A list of authorised agencies would be identified to act as accreditation agencies for the training centres as per prescribed norms.

NIELIT (formerly known as DOEACC Society) is an autonomous scientific society of DeitY envisioned to provide most updated global industry relevant computer education within the reach of more and more in the areas of Information, Electronics and Computer Education. NIELIT is engaged both in Formal & Non-Formal Education in the area of IECT besides development of industry oriented quality education and training programmes in state-of-the-art areas. NIELIT has endeavoured to establish standards to be the country’s premier institution for Examination and Certification in the field of IECT. It is also one of the National Examination Body, which accredits institutes/organizations for conducting courses in IT in the non-formal sector.

ICT Academy is an initiative of the Government of India in collaboration with the state Governments and Industries. ICTACT is a not-for-profit society, the first of its kind pioneer venture under the Public-Private-Partnership (PPP) model that endeavours to train the higher education teachers and students thereby exercises on developing the next generation teachers and industry ready students. ICTACT was started to meet the skill requirements of the industry and generate more employment especially in tier 2 and 3 towns, the rural parts of the country. With training of teachers and students as the primary objective, ICTACT has been working through a seven pillar program in the areas of Faculty Development, Student Skill Development, Entrepreneurship Development, Youth Empowerment, Industry-Institute Interaction, Digital Empowerment and Research & Publications. Through its various initiatives, ICTACT has been part of strengthening the India’s four important visions on Skill India, Digital India, Startup India and Make in India.

The National Institute of Open Schooling (NIOS) formerly known as National Open School (NOS) was established in November,1989 as an autonomous organisation in pursuance of National Policy on Education 1986 by the Ministry of Human Resource Development (MHRD), Government of India. NIOS is providing a number of Vocational, Life Enrichment and community oriented courses besides General and Academic Courses at Secondary and Senior Secondary level.

Haryana Knowledge Corporation Limited (HKCL) was promoted by the Electronics & Information Technology Department, Government of Haryana, India along with Maharashtra Knowledge Corporation Ltd, HARTRON, Board of School Education – Haryana and five Universities of Haryana. It was incorporated under the Companies Act, 1956 Corporate Identity Number (CIN) U80904HR2013PLC050331, dated September 10, 2013 issued by the Registrar of Companies, National Capital Territory of Delhi and Haryana to create new paradigm in education and development through universalization and integration of Information Technology in teaching, learning and educational management processes in particular and socio-economic transformative processes in general.
